Ashtara Goibniu Kumara was formerly known as the Pleiadian Ascended Master Ashtar and head of the Pleiadian Ashtar Command. The Pleiadian mothership, the "Ashtara" was named after him. As the Irish Welsh triple god Goibniu (Gobniu, Govannon, Luchtain, Luchtar, Luchta, Luchtainel, Credne), he was the anvil master goldsmith at Tara who made most of the weapons for the Tuatha De Danann, infusing them with protective blessings. Revered from earlier times until about 400 ACE, he was mentioned in the "Book of Invasions" and "Cycles of Kings", as well as, depicted on inscriptions and monumental sculptures. "Potent Truth Smithcraft Magician", "Craft Arts Inspirational Founder", "Invincibility Cauldron Meade Maker", Knowledgeable Self Defense Master", and "Unsurpassed Eternal Life Smithy, Goibniu made an immortality brew that was served at the Feast of Age held by Mannan. During the times that he acted as a benefactor to the Celts Goibniu donned the triplicity stewardship mantle of the Three Gods of Skill called the "Na Tri Dee Dana". He was also known as the Irish Luchtain (Luchtar, Luchta, Luchtainel) and the Irish Credne. Luchtain was a master woodworker and wheelwright god at Tara, while, Credne was a bronze metallurgist maker god of magical tools and weapons. Of Pleiadian Lemurian Shaman Lineage, Hierarch Ashtara Goibniu Kumara was once one of the Celts Pleiadian benefactor teachers and mentors of Celtic Mound Builder Heritage, and has recently returned from the Pleiades to assist the Celts and the peoples of this planet once again in their evolutionary life spirals. He is also one of the nine Pleiadian brothers known as the Kumaras, who have been shepherding the Earth over the millenium. They have also been called the Kurmavatars or "Tortoise Avatars".

The Sacred Site focal point of Hierarch Ashtara Goibniu Kumara and Ninth Ray of Divine Protection is the Washington State Park, which is located at SW Park Place in Portland, Oregon, U.S.A. Encompassing almost 130 acres, Washington Park, which is both a Washington Park Neighborhood and a Regional Park, was founded in 1871. The City of Portland purchased the original 40.78 acres in 1871. At that time the inaccessible site was densely covered with trees and bushes, and, cougars roamed the hills. Years later, after logging and the installation of a cable car made the park accessible. the park began to slowly develop. In the mid-1800's, the city hired a seaman native of Germany who helped steer the park's development by tapping his knowledge of European parks for guidance. By 1900's, there were clipped hedges, drives, formal plantings, native shrubs and ground cover, ornamental flower beds, walkways, and a zoo in the park.
Today Washington Park is one
of the most beloved, frequented, and oldest of Portland's parks. There are three
public gardens which include the Hoyt Arboretum, the International Rose Test
